Green Belt land is heavily protected to prevent urban sprawl and preserve the character of the countryside. However, this does not mean all development is prohibited. There are specific exceptions within planning policy that allow certain types of building, if handled correctly.
Replacement dwellings
One of the most common exceptions is the replacement of an existing dwelling. In many cases, you can demolish and rebuild a house in the Green Belt, provided the new property is not ‘materially larger’ than the original.
What counts as ‘materially larger’ can vary depending on the local authority, so careful design and professional guidance on greenbelt architecture are essential.
Extensions and alterations
Homeowners are often able to extend existing properties in the Green Belt. Modest extensions are generally acceptable, but overly large additions may be considered disproportionate and refused.
The key is to ensure that the scale and design remain in keeping with the original building and its surroundings.
Agricultural and rural buildings
Buildings required for agriculture and forestry are typically permitted, as they support the intended use of Green Belt land. This can include barns, storage facilities and other operational structures.
In some cases, these buildings may later be eligible for conversion under permitted development rights, such as Class Q.
Limited infilling and redevelopment
In certain villages within the Green Belt, limited infilling may be allowed. This usually applies to small gaps between existing buildings, rather than large-scale developments.
Previously developed (brownfield) land can also offer opportunities for redevelopment, particularly where it does not have a greater impact on openness than the existing use.
Very special circumstances
Where a proposal does not fall within standard exceptions, it may still be approved if ‘very special circumstances’ can be demonstrated. This involves clearly showing that the benefits of the development outweigh any harm to the Green Belt.
This is a complex route, but with the right strategy and supporting evidence, it can unlock otherwise restricted sites.
